Objective: Within this presentation attendees will be able to learn more about EMTALA as it relates to on call and ED focus
Define EMTALA
· Explain the purpose of the Emergency Medical Treatment and Labor Act (EMTALA) and its role in ensuring access to emergency care.
· Identify the key provisions of EMTALA related to medical screening, stabilization, and transfer.
Recognize Applicability
· Determine which healthcare entities, facilities, and providers are subject to EMTALA requirements.
· Differentiate between hospital-owned EDs, dedicated emergency departments, and off-campus departments in relation to EMTALA obligations.
Identify Common EMTALA Violations
· Recognize examples of patient dumping, inappropriate transfer, or failure to provide screening/stabilization.
· Discuss recent case examples and enforcement actions to illustrate compliance pitfalls.
Outline the Role of Medical Staff Professionals
· Describe how EMTALA requirements affect medical staff bylaws, privileging, and credentialing.
· Identify the responsibilities of on-call physicians under EMTALA.
· Discuss strategies to support compliance through policies, education, and monitoring.
Understand Enforcement and Penalties
· Summarize potential consequences of EMTALA violations, including CMS surveys, OIG penalties, civil monetary fines, and exclusion from Medicare.
· Review reporting obligations and documentation standards.
Apply EMTALA Principles to Scenarios
· Analyze sample case scenarios to determine if EMTALA obligations were met.
· Demonstrate the ability to apply EMTALA requirements to on-call coverage, transfers, and documentation.

12:30pm– 2:00pm - Optimizing Medical Staff Services

Objective: Attendees will be introduced to effective methods for maximizing the Medical Staff Services Department by developing the following strategies:
Quality and Medical Staff Alignment – Creating open communication and unification between the departments in order to ensure that the Medical Staff and Affiliated Professional Staff provide maximum quality of care to patients. Methods for quality review, addressing quality issues, and preventing future issues will be discussed.
Journey through Peer Review – In depth review of an effective Peer Review process starting with the credentialing process, Focused Professional Practice Evaluation (FPPE) and continuing with Ongoing Professional Practice Evaluation (OPPE). Members of the audience will also be initiated to the development of standardized metrics for evaluation.
Data Driven Reappointments – Discussion will include strategies for building criteria for data driven reappointments; evaluation of privileging criteria and whether or not the provider is competent to retain all privileges and/or be granted new privileges; and will proctoring be required.
Building Credentialing/Privileging/Peer Review in the Ambulatory Setting – Developing and Maintaining a working relationship between Medical Staff Services and Provider Enrollment is essential for success in the Ambulatory Setting. Topic will address appropriate privileging, quality, and peer review in the ambulatory setting. Audience will introduce methods of ensuring providers work within their approved specialty areas while maintaining the highest standards of care and how to track provider performance.

2:15pm – 3:30pm - Verify & Comply Comparison of Standards: CMS, NCQA, TJC, DNV, ACHC (Acute Care): Compare and contrast the accrediting body requirements for verification

Objectives: Compliance with multiple regulatory and accreditation standards is mandatory for healthcare organizations; however, it is becoming increasingly challenging to understand the similarities and differences in requirements. This session compares and contrasts the specific standards for the five agencies in a manner that is unlike any other, providing an informative and concise understanding of accreditation requirements related to credentialing.
Identify the credentialing standards for CMS, TJC, ACHC, DNV, NCQA.
Explain the differences and similarities among and between the credentialing standards for each organization for initial appointment and reappointment.
Describe the four steps of credentialing and the responsible parties for each step.
